USPS Notice 30, Time Conversion Table (November 1987), explains it in one sentence: “Postal timekeepers use a combination of military time (for the hours) and decimal time (for the minutes).” Morning hours keep their number with a leading zero below 10, afternoon hours add 12, and the minutes are replaced by their hundredths from the table. The notice's own examples are 8:15 am = 0825 and 4:40 pm = 1667.

Hours on a postal pay stub

The same hundredths carry through to pay. The HOURS column of a USPS earnings statement shows “the actual hours and hundredths worked for every hour type listed,” as the NALC's June 2025 Postal Record guide to reading a pay stub puts it, so 8.50 there is 8 hours 30 minutes and 40.00 is a full 40-hour week.
