Dividing 60 minutes into ten parts gives 6 minutes each, so 0.1 hour is 6 minutes, 0.4 hour is 24 minutes and four tenths of an hour is the same 24 minutes said another way. Tenths are a coarser scale than the hundredths used on most timesheets: a hundredth is 36 seconds, a tenth is 6 minutes.

Systems that record in tenths are applying rounding, and the federal wage-hour regulation on time clocks lists recording to “the nearest one-tenth or quarter of an hour” among long-standing practices (29 CFR 785.48). Because a tenth is 6 minutes, every third minute sits exactly halfway between two tenths: 3 minutes is 0.05, 9 minutes is 0.15, 15 minutes is 0.25 and so on. The chart above rounds those up, so 3 minutes becomes 0.1 and 15 minutes becomes 0.3. A system that rounds halves down would record 0.0 and 0.2 instead, which is why two tenth-hour timesheets can disagree on exactly those minutes and nowhere else.
